​HSE Manager (Oil & Gas)
​Purpose:
​To lead and oversee all HSE activities at construction sites, ensuring safe execution of project in full compliance with KOC standards and international best practices.
​Key Responsibilities:
​HSE Leadership & Planning
​Develop, implement, and maintain the project HSE Management System, plans, and procedures.
​Lead HAZID, HAZOP & another HSE Engineering studies.
​Develop JSA & risk assessments.
​Coordinate SIMOPS for all high-risk activities.
​Provide strategic HSE guidance to project and construction management teams.
​Site HSE Supervision & Compliance
​Conduct daily HSE inspections, audits, and monitor Permit to Work (PTW) systems.
​Ensure full compliance with KOC HSEMS, ISO 45001 & 14001, and local regulations.
​Oversee safe execution of critical works including excavation, hot work, hydro-testing, and lifting.
​Incident Management & Performance
​Investigate incidents, near-misses, and prepare root cause analysis with corrective actions.
​Track HSE leading & lagging indicators and prepare monthly performance reports.
​Drive continuous improvement and zero-incident culture on site.
​Liaise with client HSE teams and monitor subcontractor HSE performance.
​Training & Team Development
​Deliver HSE inductions, toolbox talks, and leadership training to site personnel.
​Mentor and develop HSE staff on the project.
​Qualifications & Experience:
​Bachelors Degree in Engineering & KSE Membership is mandatory.
​Minimum 15 years experience as HSE personnel, which includes minimum five years in Oil & Gas.
​Possess a KOC Approval as HSE Manager / Lead HSE Engineer.
