Job Overview

We are seeking a seasoned HSE Manager with extensive expertise in the oil and gas industry to join a leading organization in Riyadh. The ideal candidate will have a minimum of 15 years of experience and a proven track record in developing and overseeing Health, Safety, and Environmental (HSE) management systems that align with international standards and regulatory requirements.

This role is pivotal in driving a culture of safety, ensuring compliance with legal frameworks, and protecting the environment while supporting business goals.

Key Responsibilities

The HSE Manager will play a vital role in shaping and enforcing the company’s health, safety, and environmental policies. Responsibilities include:

• Designing and implementing comprehensive HSE strategies in accordance with standards like ISO 45001 and ISO 14001.
• Leading the promotion of a zero-harm safety culture throughout the organization.
• Guiding senior management on HSE issues and ensuring their integration into operational practices.
• Ensuring adherence to local regulations and international safety standards prevalent in the oil and gas sector.
• Coordinating with regulatory agencies, auditors, and clients to maintain compliance and oversight.
• Conducting thorough hazard identification and risk assessments, and establishing effective controls.
• Managing and directing hazard identification sessions such as HAZID, HAZOP, and job safety analysis.
• Overseeing incident investigations, determining root causes, and driving corrective actions to prevent recurrence.
• Developing and delivering targeted HSE training programs, toolbox talks, and emergency drills for staff and contractors.
• Monitoring environmental management practices including waste handling, pollution prevention, and conservation initiatives.
• Executing regular site audits and inspections with prompt follow-up on corrective measures.
• Formulating and maintaining emergency response protocols and leading crisis management efforts when necessary.

Required Skills and Qualifications

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related disciplines.
• Over 15 years of direct HSE experience within the oil and gas industry.
• Professional certifications such as NEBOSH, IOSH, or OSHA are highly desirable.
• Strong leadership skills with the ability to influence safety culture and engage cross-functional teams effectively.
• In-depth knowledge of local laws and international HSE standards.
• Proven capability in conducting risk assessments, incident investigations, and managing emergency responses.
• Excellent communication and interpersonal skills.

Work Environment

This position is based in Riyadh, Saudi Arabia, and involves collaboration with multiple departments within the company as well as external regulatory bodies. The role demands active field presence at operational sites combined with strategic planning at the management level.
