Job Overview

We are seeking a dedicated Health, Safety, and Environment (HSE) Engineer to oversee and enforce comprehensive safety protocols throughout construction phases in Riyadh, Saudi Arabia. This role represents the client to ensure strict adherence to local regulations, international standards, and industry best practices, promoting a safe working environment for all project stakeholders.

Key Responsibilities

The HSE Engineer will conduct routine and surprise site inspections, safety audits, and risk assessments, generating detailed reports and corrective actions. You will monitor contractor and subcontractor compliance with established HSE policies, method statements, and risk evaluations. Identifying hazards and unsafe behaviors on-site is critical, along with issuing formal notices and ensuring timely resolution.

Additionally, you will organize toolbox talks, safety inductions, and emergency drills to maintain a strong safety culture. Delivering health and safety training for workers and management, maintaining accurate documentation of incidents, training, PPE, and compliance records are essential parts of the role. The position also includes implementing inspection programs for tools, equipment, scaffolding, and safety systems, ensuring all items are certified and properly maintained.

You will coordinate daily workforce reports and work closely with site security teams to align safety procedures with security protocols through joint inspections and risk management initiatives.

Required Skills and Qualifications

• Diploma or bachelor’s degree in Engineering or a related technical field
• Professional HSE certification such as NEBOSH IGC, IOSH, or equivalent preferred
• At least five years of experience as an HSE Engineer on construction projects, ideally in client-side or consultancy roles
• Strong knowledge of Saudi Arabian HSE legislation and environmental compliance
• Excellent communication and coordination skills paired with expertise in site inspections and technical reporting
• Capability to work collaboratively with contractors, consultants, and multidisciplinary teams
