Job Overview
We are seeking a seasoned HSE Manager with Saudi Aramco approval to lead health, safety, and environmental management for Large Scale Turnkey (LSTK) oil and gas projects in Khobar, Saudi Arabia. The successful candidate will be responsible for overseeing the HSE programs across all project phases including supply, installation, and commissioning of submersible pumps and related systems, ensuring full compliance with Aramco standards as well as local and international regulations.
Key Responsibilities
The HSE Manager will develop and enforce the project’s HSE Management Plan aligned with Saudi Aramco’s guidelines and applicable local laws. This role emphasizes fostering a proactive safety culture throughout procurement, construction, installation, and commissioning phases. Key tasks include conducting risk assessments, hazard identification, and implementing effective control measures to minimize workplace risks.
Additionally, the manager will monitor HSE performance through regular audits, inspections, and incident investigations, driving root cause analysis and corrective actions. Managing incident reporting and timely communication with clients and authorities is critical. The role also involves organizing HSE training and awareness programs for all personnel and subcontractors, coordinating with Aramco HSE representatives, government bodies, and third-party auditors.
Leading emergency response planning, environmental management activities such as waste control and pollution prevention, and reviewing method statements and work permits from a safety standpoint will be part of the daily responsibilities. Overseeing subcontractor safety compliance and preparing detailed HSE reports and KPI presentations for senior management and clients are also required.
Qualifications and Experience
Candidates should hold a Bachelor’s degree in Environmental Science, Safety Engineering, Occupational Health, or a related discipline. A minimum of 10 years’ experience in HSE within EPC/LSTK oil and gas projects is essential, with at least five years in a management role specifically on Saudi Aramco projects.
In-depth knowledge of Aramco HSE standards, Saudi labor and environmental regulations, and international best practices including ISO 45001 and ISO 14001 is required. Proven expertise in developing and managing HSE systems in complex oil and gas environments, alongside experience in emergency response planning and incident investigation, will be highly valued.
Professional certifications such as Certified Safety Professional (CSP), NEBOSH, or IOSH are preferred.
Preferred Skills
- Strong leadership abilities with excellent communication and interpersonal skills.
- Capability to effectively influence multidisciplinary teams and subcontractors.
- Proficiency with HSE management software, reporting tools, and Microsoft Office applications.
- Fluency in English is mandatory; knowledge of Arabic is a plus.
- Ability to perform under pressure in a fast-moving, demanding project environment.
