Job Overview

We are urgently seeking a qualified Safety Officer with mining project experience to join our team in Dammam, Saudi Arabia. This role focuses on ensuring strict compliance with health, safety, and environmental standards on mining sites, including drilling, blasting, crushing, and hauling operations. The ideal candidate will have extensive experience managing occupational safety in heavy industrial environments, particularly within mining or quarry projects.

Key Responsibilities

The Safety Officer will conduct daily safety inspections across various site areas including mining operations, workshops, camps, and equipment zones. They will monitor compliance with company HSE policies, client specifications, and Saudi legal requirements. Identifying hazards, unsafe conditions, and unsafe acts is a core task, along with recommending and tracking corrective measures.

Additional duties include supporting risk assessments, job safety analyses, and managing permit-to-work processes for high-risk jobs. The role involves enforcing proper use of personal protective equipment (PPE) and safe work procedures. Conducting toolbox talks, site inductions, and safety awareness training for employees and contractors forms an important part of promoting a safety-first culture.

Accident and incident investigations, including near misses and property damage, are critical responsibilities. The Safety Officer will prepare detailed reports with recommendations for corrective and preventive actions. Maintaining comprehensive HSE documentation such as inspection reports, training records, incident logs, and statutory records will also be expected.

Emergency preparedness will be regularly checked, covering first aid readiness, firefighting equipment, alarms, rescue arrangements, and communications. The role requires close coordination with supervisors, maintenance teams, and subcontractors to resolve outstanding safety observations and action items. Monitoring traffic safety, heavy equipment use, lifting operations, confined space entry, working at height, electrical safety, and explosive material controls is essential.

Importantly, the Safety Officer has the authority to halt unsafe work and must promptly escalate serious risks to site management. Participation in internal audits, client inspections, and regulatory visits will be part of the routine.

Mining-Specific Duties

This position demands a focused expertise in mining safety due to the unique hazards involved. Responsibilities include managing safety in open-pit or underground mining, overseeing drill and blast activities, regulating heavy mobile equipment interactions, and controlling risks related to dust, noise, vibration, and heat stress. Storage and handling of fuels, chemicals, and explosives are under the safety officer’s watch, alongside remote emergency response readiness.

Overseeing contractor safety and managing a multi-shift workforce in remote-site conditions are additional challenges specific to this role. Compliance with Saudi mining sector regulations and labor safety laws enforced by the Ministry of Industry and Mineral Resources is mandatory.

Requirements

Candidates should hold a diploma or bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline. Professional safety certifications like NEBOSH, IOSH, or OSHA are preferred. Training in first aid, fire safety, and incident investigation is advantageous. Additional mining-specific safety qualifications are highly desirable.

Applicants must have a minimum of 3 to 5 years’ experience in safety roles within industrial, construction, or heavy equipment environments, with at least 2 to 3 years focused on mining, quarry, drilling, blasting, crushing, or mineral processing projects. Experience working in Saudi Arabia or the GCC region is strongly preferred. Exposure to multicultural teams, contractor management, and remote site conditions is beneficial.

  • Strong understanding of HSE principles and effective site risk control measures
  • Well-versed in mining hazards and field safety best practices
  • Proficient in incident reporting, investigation, inspections, and audits
  • Excellent communication, training, and enforcement skills
  • Competent in report writing and maintaining documentation
  • Familiarity with computer tools including MS Office suite
  • Ability to work under pressure in isolated or demanding environments
  • Fluent in English (spoken and written); Arabic language skills provide a distinct advantage
