Job Overview

We are seeking an experienced Technical Manager specializing in Estimation for infrastructure projects. This pivotal role is based in Riyadh, Saudi Arabia, focusing on delivering precise cost assessments for large-scale civil works including roads, bridges, and utilities. The ideal candidate will have a strong background in infrastructure project estimation and a proven track record in tendering and cost optimization within EPC environments.

Key Responsibilities

The Technical Manager will be responsible for preparing comprehensive and accurate cost estimates by thoroughly analyzing project drawings, BOQs, and technical specifications. This role supports tender processes by developing competitive and technically reliable bids.

• Review and interpret project documents to outline project scope and identify risks
• Prepare detailed cost breakdowns encompassing materials, labor, equipment, and quantities
• Coordinate closely with design, planning, and procurement teams to ensure aligned project delivery
• Source and evaluate vendor and subcontractor quotations for cost effectiveness and compliance
• Lead preparation and submission of technical and commercial bids
• Implement value engineering measures to optimize project costs without compromising quality
• Maintain comprehensive estimation databases, cost histories, and use benchmarking methods
• Ensure all estimates conform to client specifications and company standards

Required Skills & Experience

• B.E. / B.Tech degree in Engineering
• Minimum of 10 years of experience in infrastructure estimation, preferably including roads, highways, bridges, or utility projects
• Proficient in estimation techniques and Bill of Quantities preparation
• Strong familiarity with EPC and infrastructure project requirements
• Experience working on ARAMCO projects with transferable Iqama is mandatory
• Excellent analytical, negotiation, and communication skills
