Job Overview

We are seeking a seasoned Lead Contract Engineer to manage the contracting process from pre-award through to contract closeout within major oil and gas projects in Qatar. This role requires expertise in preparing and administering Invitation to Tender (ITT) packages and Engineering, Procurement, and Construction (EPC) contracts. The ideal candidate will serve as the primary liaison between management, legal, risk teams, and contractors to ensure successful contract execution and compliance.

Key Responsibilities

The Lead Contract Engineer will oversee the entire lifecycle of contract management, including:

  • Developing and managing ITT packages and coordinating the tender process in collaboration with Supply, Project Management Teams (PMT), and Legal departments.
  • Assisting in the formulation of contracting strategies to align with project objectives.
  • Preparing, reviewing, and administering EPC contracts and related documents to ensure a clear definition of contract scope.
  • Evaluating bids from EPC contractors and providing recommendations on contract terms and conditions to project owners.
  • Managing contract changes, progress tracking, payment processes, claims, warranties, and ensuring smooth contract closeout.
  • Ensuring contractor adherence to contractual obligations and compliance with company standards.
  • Leading negotiations and responding to contractor change order requests in a timely manner.
  • Collaborating directly with EPC contractors to resolve contractual and procurement issues efficiently.
  • Reviewing and assessing RFQs, bid summaries, and alternative vendor proposals for technical and commercial acceptability.
  • Generating regular performance reports and contributing to monthly project progress updates.
  • Providing leadership and guidance to contractor procurement teams to align activities with project goals.

Required Skills and Qualifications

  • Bachelor’s degree in Engineering, Law, or Quantity Surveying.
  • Minimum of 10 years’ experience in contract management or quantity surveying in major oil and gas projects.
  • Excellent written and verbal communication skills to effectively interact with stakeholders at all levels.
  • Strong understanding of contractual terms, procurement processes, and risk management related to EPC contracts.
