Job Overview

WALCO Middle East is seeking a skilled Senior Engineer to join our Business Development team based in Qatar. This role focuses on managing the entire tendering process and developing technical and commercial proposals to support our growth in the Oil & Gas sector.

Key Responsibilities

The successful candidate will lead the complete tender cycle, from reviewing requests for quotation (RFQ), invitations to tender (ITT), and requests for proposals (RFP), to submitting detailed proposals. Responsibilities include preparing both technical and commercial bids, developing accurate cost estimates for manpower, materials, equipment, subcontractors, and logistics, and coordinating closely with multiple departments including Operations, Engineering, Procurement, QA/QC, and HSE.

Additionally, the role involves conducting commercial and contractual risk assessments, liaising with clients, vendors, and subcontractors, attending pre-bid meetings and site visits, and supporting both prequalification and broader business development initiatives. Gathering market intelligence to identify new opportunities and assisting with pricing strategies, contract reviews, project planning, and ensuring successful bid outcomes are also key duties.

Required Skills and Experience

Applicants should hold a Bachelor’s Degree in Mechanical Engineering or a related field and have between 5 to 10 years of relevant experience in Tendering, Estimation, Proposal Engineering, or Project Engineering within the Oil & Gas industry. Experience in Valve Maintenance, Static and Rotary Equipment Services, Shutdown Projects, or Maintenance Contracts is highly desirable.

Familiarity with QatarEnergy and other major Oil & Gas clients’ requirements is essential. Candidates must demonstrate proficiency in MS Office, especially advanced Excel, ERP systems, and project planning tools. Strong communication, negotiation, analytical, and problem-solving skills are crucial, along with excellent attention to detail and effective time management.
