Job Overview

We are seeking an experienced Project Management Department Manager to lead our team in Medina. This key role involves overseeing the daily operations of the project management department, ensuring that all staff efforts align with organizational objectives, and maintaining seamless coordination across projects. The Manager will report directly to the Director of Project Management and the Program Manager, frequently engaging with senior leadership within Saudi Arabian Parsons Limited and the Royal Commission.

Key Responsibilities

The successful candidate will be responsible for guiding the department towards achieving its strategic goals by supporting the development and implementation of policies and procedures. Day-to-day duties include monitoring project costs and resources, coordinating with various departments to ensure successful project delivery, and taking an active leadership role in meetings with executive management.

Additional responsibilities consist of managing contractor prequalification, conducting proposal analyses in collaboration with Contracts and Procurement, and approving project acceptance certificates. The Manager will also oversee the establishment of quality control standards and ensure adherence to health, safety, and environmental policies throughout project lifecycles. In the Director’s absence, the Manager will provide acting leadership for the department.

People Management and Development

The Manager plays a pivotal role in people management, including setting and reporting on department goals and KPIs, evaluating team member performance transparently, and identifying skill gaps to propose tailored training and career advancement programs. Fostering a supportive environment that encourages innovation and professional growth is essential. Effective communication and conflict resolution within the team are key components of the role.

Required Skills and Experience

• Bachelor’s degree in Engineering or related field; a postgraduate degree is preferred.
• Over 20 years of experience in project management, including at least 10 years in leadership roles.
• Certifications in Project Management or Total Quality Management are desirable.
• Strong knowledge of international quality assurance standards such as ISO, cost estimation techniques, and contract management processes.
• Proven experience with construction, engineering, and consultancy projects, including assessment of design changes and schedule management.
• Advanced English communication skills, both written and spoken; Arabic proficiency is an advantage.
• Proficient in Microsoft Office applications and intermediate computer skills.
• Deep understanding of quality, health, safety, and environmental regulations relevant to project management.
• Strong interpersonal, time management, and leadership skills.
