Job Overview

We are seeking a dedicated Health and Safety Technical Lead to champion the safety culture within our factory in Mecca. The primary focus of this position is to ensure the well-being of all personnel through the effective implementation of health and safety management systems, comprehensive risk analysis, targeted safety campaigns, and active involvement in projects from design to completion.

This role is crucial in promoting safety as a top priority at all levels of the organization, guiding safety teams, coaching factory associates and contractors, and driving continuous improvement based on data insights and regulatory compliance.

Key Responsibilities

  • Lead the implementation and monitoring of the factory’s health and safety management systems in alignment with the annual safety plan to foster continuous improvement.
  • Prepare and deliver safety data reports across various business units to enhance awareness and ensure adherence to internal health and safety standards.
  • Investigate all safety incidents, including near misses, to identify root causes and assign corrective actions with clear ownership.
  • Maintain professional relationships with regulatory bodies, local authorities, and stakeholders to ensure compliance and collaboration.
  • Verify that all equipment installed by engineering and technical teams meets legislative and corporate health and safety standards, and manage any associated risks through project reviews and change management processes.
  • Develop and facilitate health and safety training programs tailored to the hazards profiles of various roles to build competency among all associates.
  • Maintain all relevant health and safety documentation according to company policies and keep the factory risk register accurate and updated.
  • Perform CALM & BRM tasks as assigned by the factory HSE Manager, supporting emergency response and safety management protocols.

Safety Culture and Continuous Development

  • Support and lead safety action teams by organizing regular meetings to proactively manage hazards and prevent incidents on-site.
  • Encourage ownership of safety initiatives and involve employees in programs and campaigns that improve hazard control.
  • Ensure the integration of health and safety priorities across various factory forums such as WOM and HSE meetings to maintain cohesive safety management.

Training and Capability Building

  • Manage a comprehensive induction program to help new employees assimilate into the organization and perform safely in their roles.
  • Coordinate a structured training calendar to support ongoing safety skill development for all associates.
  • Evaluate training effectiveness and the impact on both employee performance and organizational safety outcomes.

Standards Compliance and Site Projects

  • Plan and oversee the implementation of Mars Health and Safety standards and regional requirements, ensuring high-quality application through regular inspections, audits, and feedback.
  • Track closure of corrective actions arising from external audits and ensure all departments are equipped to manage workplace hazards effectively.
  • Manage contractor compliance with Mars Contractor Management Standards during site projects and expansions.
  • Support the application of safety standards from project design through to handover, coordinating with regional consultants and engineers as necessary.
  • Ensure new site expansions, projects, and equipment adhere to Asset Conservation standards outlined in the company manual.

Performance Monitoring and Reporting

  • Deliver weekly safety incident KPI reports to factory management and provide monthly summaries incorporated into the KEC Health and Safety database.
  • Maintain accurate safety data and utilize trend analysis to identify areas requiring attention.
  • Regularly update KPI scorecards and reports for regional teams via the Enablon system.

Health and Safety Management Systems

  • Oversee the implementation of OHSAS 18001 / ISO 45001 standards in line with Mars policies to sustain a safe workplace and maintain ISO certification.

Communication and Collaboration

  • Maintain strong communication channels internally with functions including Engineering, Production, Commercial, R&D, Industrial Engineering, and Maintenance teams.
  • Engage with external parties such as government regulators and the AMEA regional team as required by the HSE Manager.

Required Qualifications and Experience

The ideal candidate will hold a NEBOSH Certificate, NVQ Level 4, or ISO 18001/45001 Lead Auditor certification. A minimum of five years in a supervisory or managerial health and safety role is essential, preferably within a food manufacturing environment.
