Job Overview
We are seeking a skilled Estimation Manager or Senior Engineer to lead and oversee the cost estimation activities for major engineering projects based in Jubail, Saudi Arabia. This role requires a seasoned professional who can ensure precise cost planning, prepare competitive tenders, and guarantee commercial feasibility while collaborating effectively across various departments.
Key Responsibilities
The successful candidate will lead the estimation team, offering guidance to both senior and junior engineers in developing detailed cost estimates. Responsibilities include reviewing tender documents, drawings, and specifications to ensure completeness and accuracy. You will be expected to prepare comprehensive cost estimates, Bills of Quantities (BOQs), and quantity take-offs.
Additional duties involve performing risk assessments, value engineering, and applying cost optimization strategies to enhance project profitability. The role also entails evaluating and coordinating with suppliers and subcontractors to secure accurate quotations.
Preparing and submitting both technical and commercial proposals to clients is crucial, along with facilitating communication between engineering, procurement, and project departments to maintain data integrity. Compliance with client standards, such as ARAMCO, company policies, and safety regulations is mandatory. The role also demands active participation in client consultations, clarifications, and negotiations, as well as maintaining updated cost databases and documenting lessons learned from past projects.
Required Skills and Experience
Applicants must hold a Bachelor’s degree in Mechanical, Civil, or Electrical Engineering. Additional certifications in Cost Engineering, Estimation, or Project Management are highly valued.
Senior Engineer candidates should possess between five and eight years of estimation experience in the Oil & Gas or construction sector. For the Estimation Manager role, a minimum of 10 to 15 years of experience is required, including at least five years in a managerial capacity. Prior experience working on ARAMCO projects will be considered a strong asset.
Ideal candidates will have an in-depth understanding of cost estimation techniques, BOQ preparation, and tender submission processes. Proficiency with estimation software and advanced Microsoft Excel skills are essential. Strong leadership qualities, team management abilities, and effective communication skills are crucial for success in this role.
A solid grasp of contracts, commercial terms, and risk analysis is necessary, alongside the ability to manage multiple tenders and tight deadlines. Excellent analytical, negotiation, and decision-making skills round out the key competencies required.
