A leading Saudi contracting company is seeking an experienced Planning and Cost Control Director to join their corporate team. This strategic role demands a seasoned professional to oversee all aspects of cost management, project scheduling, risk assessment, claims handling, and change management across a complex development portfolio. The Director will play a vital role in enforcing governance, delivering accurate forecasts, enabling transparent reporting, and driving high-performance execution to ensure projects are delivered on time and within budget.

Key Responsibilities

The Planning and Cost Control Director will be responsible for:

• Leading and managing project controls teams to maintain effective cost and schedule management across multi-contractor environments.
• Developing and implementing budgets, cost control frameworks, and schedule baselines for large-scale capital projects.
• Overseeing risk management strategies, claims processing, and change control procedures to protect project interests and financial outcomes.
• Ensuring consistent, timely, and transparent performance reporting to support decision-making at corporate level.
• Driving adherence to industry best practices in project controls and leveraging deep knowledge of standards such as FIDIC.
• Collaborating with multidisciplinary teams to align project controls with overall program objectives.

Required Skills and Experience

• Bachelor’s degree in Civil Engineering or a related discipline.
• Over 20 years of proven experience in project controls within major capital projects, focusing heavily on large-scale construction and infrastructure development.
• Minimum 5 years in senior leadership roles with responsibility for sizable project controls teams.
• Extensive expertise in cost control, scheduling/planning, risk mitigation, claims management, and performance reporting.
• Proven track record managing complex programs involving multiple contractors and large budgets.
• Strong leadership and team management capabilities across diverse and multidisciplinary groups.
• In-depth understanding of budget development, cost monitoring, and claims processes, with familiarity in FIDIC contract conditions.
• Proficiency in English is mandatory; candidates without Arabic must have a good understanding of the Arabic language.
