Job Overview

Combined Group Contracting Co. (K.S.C.) is seeking an experienced HSE Manager to lead health, safety, and environmental operations at construction sites within the oil and gas sector. This pivotal role focuses on ensuring projects are executed safely and in full compliance with Kuwait Oil Company (KOC) standards, international best practices, and local regulations.

Key Responsibilities

The HSE Manager will spearhead the development and maintenance of the project HSE Management System. Responsibilities include conducting risk assessments such as HAZID and HAZOP studies, preparing Job Safety Analyses (JSA), and coordinating simultaneous operations (SIMOPS) for all high-risk activities. The role requires providing strategic safety guidance to project and construction management teams while overseeing daily HSE inspections, audits, and permitting systems on site. Ensuring safe execution of critical tasks such as excavation, hot work, hydro-testing, and lifting activities is essential. Incident management tasks include investigating accidents and near-misses, conducting root cause analyses, and implementing corrective measures to foster a zero-incident culture. Maintaining liaison with client HSE teams and supervising subcontractor compliance are also key elements of this position. The role involves delivering HSE training, leading toolbox talks, and mentoring site safety staff to strengthen team capabilities.

Required Skills and Qualifications

• Bachelor’s Degree in Engineering is mandatory
• Membership with the Kuwait Society of Engineers (KSE)
• Minimum of 15 years’ experience in HSE roles, including at least five years in oil and gas environments
• KOC approval as HSE Manager or Lead HSE Engineer
• Strong leadership and communication skills
• Proficient in implementing HSEMS, ISO 45001 and ISO 14001 standards
