Knowledge & Criteria Required for a Subcontracting Professional in Saudi Arabia
1. Legal & Regulatory Knowledge (KSA Specific)
• Government Tenders & Procurement Law
• Civil Transactions Law (contractual obligations, subcontracting rules)
• Saudi Building Code (SBC)
• Local Content & Saudization requirements
• Compliance with municipality, civil defense, and licensing rules

2. Contract & Commercial Management
• Strong understanding of FIDIC and similar contract frameworks
• Ability to draft, review, and negotiate subcontract agreements
• Managing variations, claims, back charges, and payment terms
• Cost analysis, benchmarking, and commercial evaluation
• Understanding of liabilities, warranties, and performance bonds

3. Technical & Engineering Understanding
• Construction methods, sequencing, and site operations
• Material specifications and quality standards
• Safety requirements and risk awareness
• Basic understanding of project scheduling (Primavera P6 exposure is a plus)

4. Procurement & Vendor Management
• Prequalification of subcontractors
• Issuing RFQs and evaluating technical/commercial submissions
• Market knowledge of local and international subcontractors
• Maintaining vendor databases and performance records
• Ensuring compliance with labor, insurance, and licensing requirements

5. Documentation & Administrative Skills
• Preparing LOIs, subcontracts, amendments, and change orders
• Maintaining logs (subcontractor, payment, variation, correspondence)
• Coordinating with legal, finance, engineering, and project management teams
• Strong record keeping aligned with Saudi procurement standards

6. Computer & ERP Skills (Including SAP)
General Computer Skills
• Proficiency in Microsoft Office:
o Excel (pivot tables, VLOOKUP, cost sheets, comparison tables)
o Word (contract formatting, documentation)
o PowerPoint (presentations, reports)
o Outlook (professional communication and tracking)

SAP & ERP Knowledge
A subcontracting professional is often expected to use ERP systems for procurement and contract administration. Key SAP modules include:
• SAP MM (Materials Management)
o Creating purchase requisitions (PRs)
o Creating purchase orders (POs)
o Vendor management
o Tracking deliveries and invoices
• SAP PM/PS (Project Systems)
o Linking subcontracting activities to project WBS
o Monitoring cost centers and budgets
• SAP Ariba (if used by the company)
o Managing RFQs and supplier communication
o Evaluating bids and maintaining supplier records

7. Soft Skills
• Strong communication (Arabic is a major advantage)
• Negotiation and conflict resolution
• Analytical thinking and problem solving
• Time management and multitasking
• Ability to work under pressure in fast paced project environments
