HSE Officer – Catering & Accommodation Operations

Roles and Responsibilities

The HSE Officer – Catering & Accommodation Operations is responsible for the implementation,

supervision, and ongoing enhancement of HSE, and food safety standards in a camp environment. This

role ensures both the accommodation and catering facilities meet legal, client, and company requirements,

while also safeguarding the welfare of residents and staff. HSE Officer will monitor compliance, conduct

routine inspections, support training initiatives, and drive a culture of safety and hygiene throughout daily

operations.

HSE Management:

• Ensure full compliance with company HSE policies, Saudi regulations (e.g. Civil

Defense, SFDA, MoH), and client-specific requirements.

• Perform regular inspections and risk assessments across accommodation, kitchen,

dining, and utility/service areas.

• Identify hazards, unsafe practices & conditions, and hygiene concerns; raise noncompliance

reports and track corrective/preventive actions

• Investigate and report incidents, near-misses, and non-compliances; support root cause

analysis and corrective action closure.

• Maintain accurate and up-to-date records of inspections, training sessions, incidents,

and action tracking

• Liaise with maintenance, housekeeping, and subcontractor teams to coordinate HSErelated

interventions and solutions

Food Safety & Hygiene:

• Ensure adherence to national and international food safety standards (e.g., SFDA,

Ma’aden, HACCP, ISO 22000), including monitoring of food handling, storage,

preparation, and distribution.

• Conduct regular food safety audits and coordinate with kitchen management to maintain

hygiene and sanitation.

• Verify food labelling, expiry dates, temperature control records, cleaning checklists, and

pest control logs

• Train catering personnel in food hygiene, cross-contamination prevention, allergen

awareness, and personal hygiene practices

Accommodation Safety & Camp Welfare:

• Inspect and verify safety provisions in accommodation units, including fire protection

systems, potable water supply, ventilation, emergency exits, and waste disposal

systems.

• Monitor hygiene and functionality of support areas such as laundry room, medical

facilities, prayer room, and recreational spaces.

• Support planning and execution of fire drills, emergency response drills, and evacuation

protocols.

• Ensure availability and upkeep of first aid kits, fire extinguishers, PPE, and emergency

lighting.

• Raise awareness and promote best practices in personal and communal hygiene,

especially in high-occupancy scenarios.

Training & Awareness:

• Deliver induction sessions for new employees, subcontractors, and support staff on

HSE, hygiene, and camp rules

• Conduct regular toolbox talks, refresher courses, and briefings aligned with site

activities.

• Drive awareness of key safety themes (e.g., heat stress, food safety, fire safety,

chemical handling, sanitation, personal hygiene).

• Foster a culture of safety ownership through consistent engagement and

communication.

Skills & Competencies

• In-depth knowledge of HSE, food safety, and accommodation safety practices in camp

environments.

• Strong inspection, observation, and reporting skills.

• Competency in risk assessment, root cause analysis, and corrective action tracking.

• Capable of developing and delivering training content to multi-cultural teams

• Resilience and ability to work under pressure

• Proficient in using MS Office tools for reporting and documentation

• Attention to detail and process-driven mindset

• Effective communication and collaboration

Job Requirements

Qualifications – Diploma/Degree in Environmental HSE, Food Safety, or a related field. NEBOSH IGC,

IOSH, HACCP Level 3 (or equivalent certifications).

Certifications:

• HACCP Level 3 (minimum) – certification in food safety or ISO 22000 preferred

• Fire Safety, First Aid, or IOSH Managing Safely (added advantage)

Experience Required

• Minimum 3–5 years of relevant experience in HSE roles, preferably in

catering/accommodation or remote camp operations.

• Demonstrated experience in food safety compliance, hygiene audits, and HSE

inspections.

• Experience in incident reporting, emergency response, and third-party

coordination.

Physical Requirements:

• Ability to walk long distances, climb stairs/ladders, and inspect confined spaces or elevated

areas.

• Capable of working in hot outdoor environments and under operational constraints.

• May require occasional after-hours availability in case of emergencies or incidents.
