Job Overview

Hill International, a leading global construction consulting firm specializing in program and project management, cost engineering, quality assurance, scheduling, and risk management, is seeking an experienced Senior Project Manager to join its Facilities Management (FM) team in Dammam, Saudi Arabia. This pivotal role involves overseeing operational effectiveness and contractor performance across multiple sites while driving continuous improvement initiatives aligned with client strategies.

Key Responsibilities

In this role, you will lead the Managing Agent (MA) team responsible for supervising service providers and contractors, ensuring their compliance with contractual service level agreements (SLAs) and key performance indicators (KPIs). Your main duties include managing operational activities, conducting regular performance audits, and preparing comprehensive monthly reports for clients on budgets, contracts, and service delivery.

Additional responsibilities include collaborating with clients to develop and implement strategic facility plans, managing lifecycle costing for building assets, supporting outsourcing strategies, and overseeing adherence to health, safety, and environmental regulations. You will also spearhead departmental goals related to facility inspections, risk management, energy efficiency, cost reduction, and quality assurance processes to uphold high standards of service excellence.

Required Skills and Experience

  • Bachelor’s degree in a relevant field or a minimum of 10 years’ experience managing FM projects in the Middle East.
  • At least 10 years in a leadership role within Facilities Management, particularly with managing agent contracts.
  • Strong leadership skills with the ability to motivate and coordinate multi-site teams.
  • Proficient in FM Quality Management, including inspection and audit processes across hard and soft services.
  • Comprehensive knowledge of MEP engineering, plant operations, and facilities maintenance.
  • Experience with procurement and performance-driven contracts in FM service delivery.
  • Familiarity with service level agreement (SLA) and KPI management through CAFM systems, preferably FSI CAFM.
  • Well-versed in ISO 9001 and ISO 41001 quality systems.
  • Sound understanding of local Saudi and international safety codes, such as NFPA, with health and safety certifications like IOSH or NEBOSH considered a plus.
  • Excellent command of English; Arabic language skills will be an advantage.
  • Competent in MS Office suite including Excel, Access, and PowerPoint for reporting and presentations.
  • Valid driving license required.

Preferred Qualifications

Experience with strategic facility planning, lifecycle cost analysis, and implementing continuous improvement initiatives will be highly valued. Candidates with demonstrated success in managing large-scale FM portfolios and delivering client-focused solutions are preferred.
