Job Overview

A well-established construction firm based in Dammam is seeking an experienced Civil Estimation Department Manager to lead their estimating team. This role involves overseeing the preparation of accurate cost estimates and tender proposals for various civil, infrastructure, building, and industrial projects. The ideal candidate will bring extensive knowledge of the local Saudi market and proven expertise in managing large-scale construction bids.

Key Responsibilities

• Lead and manage the civil estimation department ensuring timely and precise project cost estimates.
• Coordinate with project teams and contractors to gather necessary data for tender submissions.
• Analyze project requirements and prepare competitive bids while maintaining high-quality standards.
• Ensure compliance with client specifications, industry standards, and local regulations.
• Develop strategies to optimize costs and improve estimation accuracy.

Required Skills and Experience

• Bachelor’s degree in Civil Engineering or a related field.
• 12 to 16 years of hands-on experience in construction estimating and tendering.
• At least 5 years in a managerial role overseeing estimation teams.
• Deep understanding of Saudi Arabia’s construction market rates and practices.
• Experience working with EPC or main contracting companies.
• Strong background in civil, infrastructure, building, or industrial project estimation.
• Familiarity with major Saudi clients such as NEOM, Diriyah, Royal Commission projects, Qiddiya, RCRC, MOT, or MOD is highly advantageous.

Preferred Qualifications

Experience in handling large-scale government or mega-project tenders is highly desirable. Candidates who have successfully managed estimation processes for prominent Saudi development authorities will have an edge.
