Job Overview

Joule Arabia Contracting Company is seeking an experienced Electrical Testing and Commissioning Engineer to join their team in Riyadh. This role involves planning, coordinating, and executing comprehensive electrical testing and commissioning for Low Voltage (LV), Medium Voltage (MV), and High Voltage (HV) systems across various power projects, substations, and industrial plants.

Key Responsibilities

The successful candidate will be responsible for:

  • Reviewing electrical drawings, single-line diagrams, specifications, and commissioning procedures accurately.
  • Executing pre-commissioning and commissioning tests on transformers, switchgear, RMUs, Motor Control Centers (MCCs), protection relays, cables, and related equipment.
  • Performing various electrical tests such as insulation resistance, continuity, contact resistance, primary and secondary injection, relay testing, Very Low Frequency (VLF) testing, Tan Delta measurements, and cable fault detection when applicable.
  • Configuring, testing, and troubleshooting protection relays and control systems to ensure optimal performance.
  • Verifying wiring integrity, interlocks, control logic, and interfacing with SCADA and automation systems.
  • Coordinating closely with clients, consultants, vendors, and construction teams to guarantee smooth commissioning processes.
  • Preparing technical documentation including commissioning procedures, method statements, inspection test plans, and detailed test reports.
  • Ensuring all testing activities comply with project specifications, IEC/IEEE standards, and specific client requirements.
  • Identifying and resolving electrical system issues discovered during testing and commissioning phases.
  • Adhering strictly to safety protocols, permit-to-work systems, and Lockout Tagout (LOTO) procedures.
  • Maintaining comprehensive commissioning records, punch lists, and as-built drawings.
  • Supporting energization activities and facilitating the final project handover.
  • Providing technical guidance and mentoring to technicians and commissioning staff.
  • Participating in project meetings and delivering regular progress reports, including daily, weekly, and final commissioning summaries.

Required Qualifications and Skills

Ideal candidates will have:

  • A Bachelor’s degree in Electrical Engineering or a related field.
  • Between 3 and 8 years of hands-on experience in electrical testing and commissioning within substations, industrial facilities, or power projects.
  • Proficiency with protection relay testing platforms such as ABB, Siemens, Schneider, GE, or SEL.
  • Experience using testing instruments like Omicron, Megger, DV Power, or equivalent.
  • Strong knowledge of IEC and IEEE standards, with familiarity of Saudi Electricity Company and Aramco specifications considered a plus.
  • Excellent troubleshooting capabilities, along with strong communication and technical reporting skills.
  • A valid driving license is preferred but not mandatory.
