Job Overview
We are seeking a skilled Procurement and Tendering Engineer to join our team in Riyadh. This role involves leading the tendering, procurement, and estimation processes to support successful project bids. The ideal candidate will be responsible for managing the entire tender lifecycle, from reviewing documentation to submitting proposals and maintaining vendor relationships.
Key Responsibilities
The Procurement and Tendering Engineer will play a critical role in ensuring timely and competitive procurement activities. Key duties include:
- Issuing Requests for Quotation (RFQs) to vendors, suppliers, and subcontractors and following up to secure competitive bids within deadlines.
- Analyzing quotations and preparing detailed commercial and technical comparisons to recommend the best vendors based on price, compliance, delivery schedule, and capability.
- Managing the full tender process including Expressions of Interest (EOI), Pre-Qualification Questionnaires (PQQ), RFQs, and Requests for Proposals (RFPs), from receipt through submission and follow-up.
- Engaging with clients on clarifications, addenda, and post-submission queries to ensure the accuracy and completeness of proposals.
- Monitoring submission deadlines and coordinating tender document preparation to guarantee timely delivery.
- Participating in pre- and post-tender meetings, workshops, and client presentations as required.
- Reviewing Bills of Quantities (BOQs), drawings, and specifications to break down work packages for detailed pricing and comparison.
- Supporting cost estimation efforts by assisting in the preparation and review of direct and indirect cost components.
- Keeping track of upcoming market opportunities and tendering activities relevant to public, semi-government, and private sectors.
- Maintaining company registrations, vendor qualifications, and prequalification updates on client portals and online platforms.
- Assisting with bid/no-bid decision-making processes and maintaining communication with clients and stakeholders throughout the tender stages.
- Updating tender databases, documentation logs, and bid records to ensure organized and accessible records.
- Documenting tender outcomes, including awarded and lost bids with reasons where available.
- Coordinating site visits with technical teams and ensuring visit records are maintained properly.
Required Skills and Qualifications
- Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or a closely related discipline.
- A minimum of 5 years’ experience in construction, infrastructure, or contracting environments with a focus on procurement and tendering.
- Fluency in both Arabic and English is essential for this role.
- Excellent communication, coordination, and documentation skills, with strong follow-up capabilities.
- Proficiency with client portals, vendor registration systems, prequalification processes, and document control protocols.
