Job Overview

We are seeking a skilled Proposals and Estimation Engineer with a background in Civil Engineering or Architecture to join our team in Riyadh. The ideal candidate will bring 3 to 7 years of valuable experience in engineering consultancy or construction, primarily handling public and private tender processes. This role focuses on preparing detailed technical and financial proposals, estimating project costs accurately, and managing bid submissions efficiently to secure new contracts.

Key Responsibilities

In this position, you will be responsible for monitoring tender opportunities from both public and private sectors, thoroughly reviewing tender documents and specifications, and preparing comprehensive prequalification submissions. You will play a vital role in developing detailed bills of quantities (BOQs), performing precise quantity take-offs, and preparing accurate project cost estimates. Coordinating with suppliers and subcontractors to gather quotations and producing the final commercial proposals are key parts of your daily tasks. Additionally, you will manage the bid submission process, follow up on award outcomes, and respond promptly to any client inquiries or clarifications.

Required Skills

• Expertise in tendering and bid management procedures
• Strong ability to prepare both technical and financial proposals
• Advanced skills in cost estimation and quantity take-offs
• Proficiency in preparing and analyzing bills of quantities (BOQs)
• Experience reviewing contracts and tender documentation
• Effective coordination with suppliers and subcontractors
• High proficiency in Microsoft Excel and specialized cost estimation tools
• Familiarity with government procurement platforms and tendering processes
• Excellent analytical, problem-solving, and report writing capabilities in English and Arabic
• Good communication skills with the ability to meet tight deadlines
• Knowledge of AutoCAD and quantity take-off software is considered an advantage

Qualifications and Experience

The position requires a Bachelor’s degree in Civil Engineering or Architecture, complemented by three to seven years of relevant experience within engineering consultancy or construction sectors. Prior exposure to managing tenders in public and private arenas is essential, along with demonstrated proficiency in preparing detailed cost estimates and commercial bids.
