Job Overview
Atkins Middle East, a leading multidisciplinary technical services provider in the built environment, is seeking an experienced Senior Resident Engineer to oversee infrastructure construction projects in Umluj, Saudi Arabia. This role offers the chance to work within a highly respected international consultancy, participating in a range of multi-discipline engineering projects across KSA and potentially wider Middle East regions.
Key Responsibilities
The Senior Resident Engineer will manage on-site supervision to ensure all works comply with Atkins’ design standards and contract documents. They will collaborate closely with project supervisors, contractors, and sub-consultants, resolving any technical or coordination issues that arise. Core duties also include reviewing project correspondence before issuing to contractors, monitoring the implementation of quality and safety systems, and ensuring compliance with project requirements throughout the construction phase.
Additionally, this role involves establishing and maintaining effective site organization and authority structures. The engineer will take responsibility for technical, contractual, and financial aspects related to the consultant’s supervision services, manage the supervision team’s performance and attendance, and liaise regularly with project management and contractors. The position includes chairing meetings, preparing progress reports, monitoring project timelines against contractor schedules, and approving interim payment certificates in coordination with the Quantity Surveyor.
Requirements
- Bachelor’s degree in Construction or Civil Engineering, with Chartered status preferred
- Registration with the Saudi Council of Engineers is essential
- At least 20 years of relevant site experience in infrastructure, predominantly within the GCC region, especially Saudi Arabia
- Proficiency in English, both written and spoken
- Must be a Saudi national or hold a transferable Iqama

The Senior Resident Engineer will be responsible for establishing standards and procedures that meet client expectations, implementing financial controls on construction elements, and identifying project risks while advising on cost and schedule impacts. They will also ensure the preparation and enforcement of quality, safety, and environmental protocols, provide pastoral support and development opportunities for site staff, and continuously seek ways to improve service delivery through innovative solutions.
