Job Overview

We are seeking an experienced Senior Technical Office / Civil Engineer to lead the establishment and management of the Technical Office at the start of a key project in Riyadh. This role involves overseeing the preparation and development of comprehensive engineering deliverables, including shop drawings, bills of quantities (BOQs), method statements, and ensuring seamless technical coordination across civil, architectural, and MEP disciplines.

Key Responsibilities

The Senior Civil Engineer will be responsible for setting up and organizing the Technical Office structure, creating workflows for submittals, RFIs, and document control. They will collaborate closely with project management, site teams, and consultants to ensure alignment and effective communication.

The role also requires preparing and reviewing detailed shop drawings that comply with IFC drawings, project specifications, and standards. Coordination with MEP and architectural teams is essential to resolve any design clashes efficiently.

In addition, the engineer will manage quantity surveying tasks including quantity take-offs, BOQ preparation, and validation of contractor BOQs. Supporting cost control efforts and value engineering initiatives will also be key parts of the position.

Managing technical submittals such as material submissions, method statements, and technical data sheets to meet project and consultant requirements is another important duty. The role involves handling RFIs, addressing technical issues between the site and design teams, and participating in project meetings with stakeholders.

Supporting the planning team with technical insights and proposing cost-effective value engineering solutions to enhance constructability and budget adherence are also expected.

Requirements and Qualifications

• Bachelor’s Degree in Civil Engineering
• Minimum 10 to 15 years of relevant experience
• Demonstrated expertise in Technical Office operations, design coordination, and shop drawings
• Proven experience with hotels, resorts, or other high-end developments
• Strong technical knowledge of construction methods, materials, quantity take-offs, and BOQs
• Proficient in AutoCAD (mandatory), with preference for Revit/BIM and Primavera P6 skills
• Exceptional analytical and problem-solving abilities with a practical, hands-on engineering approach
• Ability to perform under pressure, particularly during project startup
• Capability to independently build and operate the Technical Office, actively developing engineering deliverables rather than only reviewing them
• Experience with mega projects such as Red Sea, NEOM, or similar ventures is highly desirable
• Strong background that combines both site knowledge and technical office expertise
